The difficulty of even considering observational data as described in idealized form in the scientific method creates a methodological dilemma for practitioners of political science and economics, i.e. look at disparate and ethereal criteria such as evaluating the usefulness of two different policy packages with different data sets. Therefore, cases were chosen in order to establish a solid basis for the possible generation of a hypothesis to be subsequently tested on the relationship between these political styles and the determinants of development policies in China. Case study analysis is especially important in new lines of academic questioning as a preliminary test bed for hypotheses before expense and effort is spent on quantitative studies to test the generalizability of the findings. In order to test the validity of the bottom-up model, a case study analysis of two development policy packages was chosen at both a practical and theoretical level.
