Between the end of the twenties and the beginning of the thirties a significant development in the world of theater began. This movement was called Workers' Theater and was partly shaped by the agitprop theater of Communist Russia. Agitprop theater contained short parts and was performed on transportable theater entities. Agitprop Theater performers often performed songs that tended to enrage listeners to resist entrepreneurship and recognize the ways of communism. They wanted their audience to acquiesce to the idea that the working class would arise. Russian communist agitprop theater consequently used presentation, presentational performances, lack of plot, and montages to promote their philosophies. Eventually, the Workers' Theater lost prominence during the mid-1930s and one of the developments that witnessed the deterioration of the Workers' Theater Movement through the use of various dramaturgical approaches and tools originating from the Workers' Theater was the establishment of the Federal Theater Project. Once government acquired the role of encouraging people to produce theater, government had the ability to incorporate progress. The Federal Theater Project sought to staff the unemployed theater because trendy radio programs and films with sound had all but replaced vaudeville as the performance practice of choice in America, and many of even the best vaudevillians lost their jobs. The Federal Theater Project also attempted to stage theater that was relevant to society and politics, was local, and had an affordable price range. Despite their lack of knowledge, Congress removed all resources from the Federal Theater Project initiatives. The additional three artistic developments which were Music, Art and Writing continued to be sponsored by Congress until 1941. The Federal Theater Project had produced theater for millions of people who had never been exposed to theater before, the organization hired a lot of people and brought European epic theater and the methods of Living Newspaper theater to America, and therefore can be seen as an immense achievement. For all intents and purposes his impact made an exceptional improvement in the American theater.
