In the structural framework, effective leadership would require an analytical approach, a strong focus on building an effective organization, and an understanding that an effective structure must be able to respond to changes in the organization's environments. (Bolman and Deal, 2008). Within human resources, effective leadership is believed to be built on openness, clear communication, teambuilding, and empowerment (Bolman & Deal, 2008). Leadership, viewed through the political framework, is effective when leaders have a clear vision of their goals and the resources available to achieve them (Bolman & Deal, 2008). Effective political leaders can identify key actors and use an understanding of their interests and power to build relationships (Bolman & Deal, 2008). Under the symbolic framework, leaders are effective when they can use different symbolic forms to construct new or favorable meaning for their actions.
