As Indianapolis residents move into the suburbs and surrounding counties, they are unknowingly creating a phenomenon known as urban sprawl. In short, urban sprawl represents an inefficient use of land. When you look for urban sprawl on a map, like pornography, you know it when you see it. Inefficient development of land further and further from a city's epicenter consumes agricultural land. Representatives of Conserving the Crossroads are writing to inform you, Congresswoman Brooks, of this issue, which is central to this organization's mission. Prime farmland is declining in the state of Indiana. The US Department of Agriculture defines prime agricultural land according to Hall (2010) as “land best suited to food, feed, fiber, and oilseed crops” (p. 1). Indiana has more than 56% of its farmland classified as prime farmland, and all counties in your district, except Blackford, have 90% of its farmland classified as prime farmland (Hall, 2010 ). Conserving the Crossroads will provide you with three viable alternatives to combat and slow urban sprawl to preserve this state's farmland. The first alternative is a new and fresh approach. The layouts of these new communities are all designed from the inside out with a main attraction at the center of the neighborhoods. The second option will involve conservation easements. It is a legal agreement made by a property owner to regulate the type and extent of development permitted on the property (Harrison & Richardson Jr., 2000). The third choice will concern a potential development tax on infrastructure investment projects towards local developers. The Crossroads preservation recommendation will be New Urbanism. This innovative approach provides sufficient… half the paper… you create will be grounded in traditional community principles with the services residents demand (Custer, 2007). Most residents in your district are wealthy and educated. This will be the target consumer of New Urbanism. They will appreciate pedestrian-friendly designs. There will be plenty of walkways and cycle paths to and from the center of these beautifully crafted cities. Residents will benefit from having low levels of terrestrial ozone in their communities because walking and cycling will be the new norm. You'll be the reason a community of people smile when they host concerts, plays, and movie nights on the lawn of their new city park. There will be playgrounds in these neighborhoods with slides, swings, basketball courts and grilling stations. You know what sounds better than Congresswoman Brooks? Governor Brooks.
