Nuclear power plants are generally under government agencies, which is a problem. They should have a regulatory agency independent of the agency. However, Oppong's (2014:14) study conducted in Ghana on the challenges faced by infrastructure development in Africa did not really match the challenges of Nielsen (nd). He said the challenges faced in African infrastructure development include inadequate governance structures and poor leadership, poor technical and institutional capacity, lack of political consensus and weaker regional integration, corruption in leadership and institutions, low competitiveness and diversification of infrastructure, low level of private sector and community involvement and financial challenges which are further discussed as follows: Poor and bad governance structure
