The BJS found that in state and local agencies with a hundred or more sworn officers, they received 26,000 citizen complaints during the year 2002 (BJS, June 2006). However, only 8% of the complaints were sustainable with sufficient evidence to support the claim. The characteristics of agencies are directly proportional to the volume of complaints, size, type of agency and police procedures. The conclusion from the statistics collected was that in 2002 there was one accident for every 200 sworn officers.
