At this stage moral reasoning goes beyond individual approval. The right thing to do is to follow established laws. When an individual voluntarily, or in some cases involuntarily, breaks laws, society considers it morally wrong. In this phase the individual must separate good from evil, decreasing the desire to violate a law broken by another individual. There is an unexpressed duty accepted by all people to respect the law and rules. Some people break those laws, but society views them as individuals with bad morality.
