As luxuries abound in a democracy, anarchy cultivates tyrannical souls. Just as democrats found pleasures in oligarchy, tyrants find them in democracy. Only now, with the moderation long forgotten by society and alien to individuals, pleasures are rampant and the "gourmand" soul of the tyrant (579b) gorges itself unbridled, corrupting itself without limits. Democracy thus provides the type of person whose disposition makes him susceptible to corruption by nature, a perfect environment in which to develop the soul of a human being.
