Certainly, in the United States (and much of the Western world), female circumcision is illegal; however, male circumcision is completely legal. In fact, in 2007, the Center for Disease Control reported that nearly eighty percent of men in the United States were circumcised (Morris): legally, zero percent were women. However, several nations, where the culture is absolutely polar to that of the West, have prohibited male circumcision (Evans). The predominant factor, obviously. The ideologies of culture make the laws, including morality; therefore, these laws represent the civilization, morals and culture of each region. Once again, doctors must comply, this time with the law, not with parents. Therefore, any decisions made by doctors regarding circumcision are due to their own cultural restrictions
