The perpetrator entered the building with the full intent of shooting and killing as many people as possible while inside the establishment. Victims were victimized simply by virtue of being in the building at the time the offender committed the premeditated crime. Alcohol, drugs, lifestyle and location can also play a role in precipitating victims. A robbery/assault victim may be at fault if they are drunk, on drugs, in a bad part of town, or walking alone at night. While they may not consider that these things may play a role in being a victim of a violent crime, it is their responsibility to take precautionary measures to avoid finding themselves in the given situation.
