We should focus on preventative/defensive cybersecurity measures when necessary concerns the security of our country. Mitigating and preventing attacks on our networks should be the primary goals, but I see that perhaps from time to time it will be necessary to take some offensive measures. A strong defense will prevent most attacks and will be used to gather intelligence from terrorists. This information can be used to send people to stop the cells on the ground floor. With the help of PSN and coding information it is possible to do this, but it will take many hours of work to examine all the information, both visual and textual, to decipher and determine whether it is a possible terrorist cell. The government would also have to spend millions, perhaps billions, to set up server rooms in which to record all the information and then provide the man-hours needed to view all the information.
