National transportation law is a conglomerate of federal statutes, regulations, and codes; Additionally, many states, counties and local jurisdictions have laws and regulations incorporated into their national transportation legislation. In general, most transportation laws deal with safety and limit the type and scope of transportation in relation to the product transported. The basis of all federal transportation law is the United States Constitution, which authorizes Congress to regulate interstate commerce (Transportation Act1). Federal transportation law is found in Title 49 of United States Code § 101 with the section's stated purpose of providing fast, efficient, safe, and convenient transportation at low cost. Department of Transportation resources must also be conserved and used efficiently as prescribed in this section of the Code (Transportation Act2 2). Many laws create regulatory agencies that oversee areas of the transportation industry such as; the Federal Railroad Administration (FRA), the National Transportation Safety Board (NTSB), the Federal Aviation Administration (FAA), the Pipeline and Hazardous Materials Safety Administration (PHMSA), the Federal Motor Carrier Safety Administration (FMCSA), the Transportation Security Oversight Board (TSOB), as well as the Department of Transportation (DOT) itself and many others. National laws not only govern the infrastructure on and within which the means of transport travel, but also the means of transport themselves, for example the FAA regulations cover the terminal, the airport grounds and the surrounding areas including the space aircraft above the ground, passengers, cargo, crews and the actual aircraft. as well as support vehicles.
