Chapter 4 of the book talks about civil liberties and briefly states that gun control legislation was enacted in 2013 to ban weapons, such as those used in shootings, and magazines advertising it failed to get past Congress. Citizen support for stricter gun control laws has, in fact, declined in recent years. This is mainly due to the increase in mass shootings across the country. Gun rights advocates perceived the Second Amendment as a matter of individual rights (civil liberties; the government cannot intervene). The individuals argue that every citizen has the right to own a gun for hunting, self-defense or sport. They fear that the government will impose a total restriction on civil freedom to bear arms. Of course, the government is not allowed to limit any of the freedoms guaranteed to American citizens by the Bill of Rights (first 10 amendments to the Constitution). Unless there are several interest groups (groups fighting together to support their cause) protesting against it and then federal gun control legislation will be passed.
