IntroductionThe State Information Protection Act is a controversial bill passed in early 2010 by the South African government, but was soon brought back into analysis. Since then, there have been numerous rumors regarding the bill becoming law. There are numerous organizations opposed to this bill, and few people who would benefit from it, raising the question of whether this bill would signal the end of democracy in South Africa. OrganisationsRight2KnowRight2Know is an activist society founded in opposition to the Secrecy Bill. It was founded at the end of August 2010 in Cape Town. It opposes the deterioration of human rights worldwide and presents itself as a progressive force that advances the hopes of many. The organization assessed the secrecy bill according to the seven-point freedom test. There have been several concerns about the bill, and the main concerns can be seen below. In their report, Right2Know express concern that it is too easy for the minister to extend the number of organizations affected by the bill and that it could extend beyond state security, as the government says it will merely do. They also claim that the minister responsible for the scope of the bill could benefit from censure, allowing the bill to be extended to an unnecessary scale. It also appears, according to this organization, that the information can too easily be classified as “top secret”. They also point out that the bill introduces easy exceptions to South Africa's National Archives Act 1996, which states that information cannot be kept confidential for more than twenty years.
